Aleksei likes a lot of the new recruits [Xin, Merald, Luke, Cecil to name a few], but rarely does he actually respect them. Rosso's the sort of guy Aleksei feels he can trust, or at least trust to be there to drink and chainsmoke with him. Since Aleksei's the kind of guy that likes to tease every body, it's rare for him to come across someone he doesn't feel a dying urge to make fun of. Rosso's one of those guys.
